The rural electrification cooperatives (REC) are present agents in the electric industry since the decade of 40, expanding more strongly in the decades of 60 and 70. In São Paulo, there are now 17 active RECs working in the installment of the electric power service, assisting about 45.000 consumers in several areas of the state. With the restructuring of the Brazilian electric sector, it was became necessary the regularization of those cooperatives before the new legislation, as well explain their activities as companies of electric power service, under the form of authorized companies or permissioner company, as foreseen in the art. 23 of the Law 9074/95, that it was regulated by the Resolution 333/99 of ANEEL. With the decentralization to the states of the activities of ANEEL, in São Paulo the Commission of Public Services of Energy (CSPE) is driving the process. Initially, they were requested data to the cooperatives and accomplished detailed inspections in each one of them. Now, we are doing the administrative processes that will define the framing of each REC. This work describes the regularization process in progress, the accomplished methodological steps, the main found difficulties and it presents its initial results.
