This work aims to do an introduction of integrated resources planning (IRP) on the public participation process through the presentation of share aspects in a rural electrification model developed by USP/BNDES and in introduction in the São Paulo state, that contains some elements of IRP. Where, it is divided in four parts: first, some basic concepts and important points are presented on IRP; second, it is shown how a social demand will be identified, and its relevance for the planning process; third, is made the society participation analysis in the definition of the demand, as the model point of view and; finally, it is analyzed the "luz da terra" program planning process, introduction and perspectives, that has as premise the participation of several organs, publics and private ones, including the local society for the social demand meet.
