In the state of São Paulo it is being implanted, since 1996, the rural electrification program "Luz da Terra", based on the involvement of several other actors besides the Utilities: the Energy Secretary, the Agriculture Secretary, a State Bank, the University of São Paulo and the City Halls. An operational problem that appeared and it needed to be solved it were properly to field personnel's lack trained. In function of that difficulty, the program' actors were introduced a new philosophy foreseen for the ambit of each municipal district of the state, centered at the City hall and in the House of the local Agriculture. Thus, the Municipal Services of Rural Electrification were created (MSREs), implanted in about 150 municipal districts, with the objective of identifying the existent demand, to enable the interested ones in the access to the financing line and to facilitate the execution of the works. This paper describes the actors' specific functions and analyzes some experiences in different areas of the state, assisted for several concessionary. It conclusions that the progress, in spite of the complexity of the works, it justifies the intensification that is intended the government of the state to come to give inside to that procedure of its politics of rural electrification.
