The Ministry of Agriculture created, in 1970, the Rural Electrification Group to energize the Brazilian agricultural estates. The I PNER Program, considered the starting point of rural electrifiction, was very important to the State of São Paulo, supplying 1630 owers. The next programs set in that the State let the unconfortable position of having only 15 percent of rural estate in 1970, to arrive to 60 percent in half of the 1980s. Since then, after about one decade, in 1996, the governmental authorities engaged on the continuation to bring the electricity to rural estates in the State of São Paulo. It was created the "Luz da Terra" Program with financial support of Brazilian Development Bank. The aim of the program in force already is electrify 80 percent of the estates. The interesting fact about the financing of owners is that it can make with land output as the traditional rural credit. However there exist critiques to the Program mainly about the financied amount and the performance of the electric concessionaries.
