The companies of energy that act in the state of São Paulo always had own politics of rural electrification with index of very low global attendance. There had never been a politics of state inclusion and the initiatives always fit to the companies. This paper describes and analyzes the model of rural electrification proposed by the National Bank of Economic and Social Development (BNDES) to the government of the state of São Paulo, that resulted in the program "Luz da Terra". There are presented the papers to each actor and their integration with a wide energy politics, drawn to facilitate that the resources of BNDES were reviewed rural proprietors of low income, with strong participation of the rural extension in the rural communities' organization and in the identification of the demands. It is concluded that the changes in the political scenery committed the institutional arrangement and that the atmosphere of privatization of the companies of energy disturbed the operations seeking to assist poor market, taken by the employees of the companies that will be sold as not interesting to the future proprietors.
