The construction of pipelines (oil, gas, etc) presents both social and environmental impacts to the rural areas, bringing either partial or total discontinuities to the rural activities, establishing possible conflicts. This paper discusses a methodology to minimise the interference caused to the rural communities, analysing an adequate level to avoid lowering the pipeline productivity construction. At first instance, during the previous work phase, the methodology aims to define both technicaland-planning procedures to get a good relationship between the rural proprietors and contractors. Those procedures are based on four points to be cleared before starting the pipeline construction: Preliminary technical visitation to the whole rural area, implementation of the work place, the work behaivouring code and the photography technical report. The next stage, during the construction works development, the basic point is to establish a methodology of environmental cost equilibrium, involving both the corrective and preventive costs. After the pipelines are constructed, the checking test is made and the re-constitution of the pipeline streeps needs to be completed. That searches to re-establish the original conditions to be area occupied by the pipelines (as closer as possible). Therefore, this stage is finished by an agreement term signed by both sides: rural communities and the contractors. This paper shows that it is both important and necessary to have a clear process of information and dialog between the contractors and the land owners, beside an efficient pro-active environmental process in order to get an integration and desirable benefit to the whole nation, minimizating the negative effects of the pipeline construction.
