This work presents a proposal of system methodology that includes the planning of the water resources, energy and environment of hidrografic basin, through the diagnoses physical-conservacionista, economical and environmental partner, the analysis of the offer of water and electric power and of the demand for these resources. The area selected for study it is Rio Piancó's sub-basin hidrografic/ PB-semi-arid Brazilian.
