The separation of the public services' conceding, regulating and operating power, through the state utilities privatization process, introduces unprecedented demands to the economic policy makers. In particular, the tariffs formulation and the investments allocation, if made by the investor-owned utilities, seek to maximize their profits, instead of social objectives. Therefore, the regulatory agencies' role, as is the case of the Brazilian Electricity Regulatory Agency (ANEEL), is to watch over the achievement of social demands by the private agents and, at the same time, to promote a competitive and efficient electricity market. For the Brazilian electric sector, ANEEL could make use of the existing legislation related to the concession of electricity public services to oversee, charge and guarantee the access of this service to all. This was the inspiration to this work, which is to answer if the people who live in Brazilian rural areas are supported by the legislation in order to access electricity services.
