Abstract

The production of alcohol in Brazil is now important fact, because besides the vehicular fleet moved to moisturized alcohol, it also exists the consumption of the alcohol andiron in the internal and external market. Already in the decade of 30 during Getúlio Vargas's government, the first act of intervention of the State was made official in the sugar economy, on February 20, 1931, for the Ordinance n. ° 19.117, which instituted the obligatory addition of 5% in the imported gasoline, seeking the aid in the surpass of the crisis that the sugar passed due to the increase of the offer in the market second Pinto (1999). After this Ordinance, other several ones appeared, stimulating the agriculture-industrial growth through incentives for the section and the incentive of the production of the motor to alcohol, culminating in fact with the institutionalization of the Alcohol Program in Residues in the section of Brazilian production an Sugar and Alcohol, because we know that for each liter of produced alcohol they are generated of 10 to 14 liters of Vinasse, like this being, if Brazil produces around 16 billion liters of alcohol a year, the Vinasse generated a year it is around 170 billion liters, quite preoccupying volume.
