The goal of this work is to analyze the technical and commercial characteristics of the Brazilian electrical energy market, concerning its constitution and structure, the problems which have happened during its operation and the changes resulted from the administrative process due to the energy rationings, when, in reason of the impossibility to meet the whole market, many alternatives of energy trade have been identified. The result of this exception period, is to add changes in forecasted structure of official market (ASMAE - Administradora de Serviços do Mercado Atacadista de Energia Elétrica), and also how to communicate the consumers about their contract and trade this energy and give the regulator agents the equipments to the system administration and protect the consumers during normal and emergency conditions of energy supply. Summarizing, one intendeds to show the implications resulting of the gradual grow of the consumer market and the new players involved, created by the national restructuring of the electrical sector, regarding the market mechanisms of trade acts , its initial considerations, resulting from the rules and adaptations brought from the energy crises in 2001 and 2002 in the Southeast, Northeast and Central - West of Brazil.
