The Brazilian Northeast was served by actions from PRODEEM, during a stage called Pumping, in an emergencial scenario as consequence of a long stretch of dry weather trough out 1998/99. Being Petrolina-Pe one of the municipalities served by the program, this paper intends to investigate the problems registered by the program and how they relate to those experiences reported in the scientific literature. After the characterization of the municipality, the history of the county participation in PRODEEM, was researched in attempt to obtain documents, interview people from the local communities and city hall technicians. The obtained results are discussed ahead.
