Communication is the complicating factor in work process development at the Nursing Division of the University Hospital Clementino Fraga Filho. The question is: How can the situations be solved which originated from the deficient communication process in the different areas under nursing responsibility? The objectives are: to describe the work concept and discuss the diagnosis elaborated during the 1998-2002 period. Decentralized nursing administration and participative management are used as a reference base. The study impact centers on the possibility to use it for orienting the 2002-2006 work proposal. It is presupposed that the evaluation of decentralized areas and hierarchical levels contributes to an effective communication process and work process development. The valorization of human resources is considered essential for motivating everybody to participate. Actions directed at human recourses and adjustments in the work environment must be defined with a view to a positive result.
