Abstract

This text presents episodes of the history of the democracy of Brazil that they had corroborated for change of the paradigm of the legislation on the infanto-youthful rights. The promulgation of Law 8.069/90 -Statute of the Child and the Adolescent represented a landmark in the democracy and defense of the human rights; however, we look for to show rules of the Doctrine of the Integral Protection, that after 20 years of existence, still are considered strangers elements to practical and the mentalities of the daily one of the institutions, as for example, in the proper public schools. To recoup facts of recent history on the conquests of the organized civil society, in the bulge of the Federal Constitution of 1988 and the ECA in 1990 is basic to evaluate the challenges of this century XXI, in what it refers to the implementation of the universal rights in special to the segment of infancy and adolescence.
