This article is the result of the dissertation entitled Social Trajectories of young people who have experienced the process of institutionalization by age in institutional shelters and aims to reflect on how they were built, over the years, the policies of assistance to marginalized children and adolescents, as also aims at establishing relations with the transformations in the Brazilian education, with emphasis on the economic, political and social suffered by Brazil in the early and mid-twentieth century. To this end, we present a brief survey of the literature on these in Brazil, from the 1920s, focusing on the evolution of specific legislation and studies produced and addressing this issue.
