Abstract

This work has important assumptions for the development of critical social and environmental education, in an attempt to democratize access to drinking water in the semiarid, while advocating strongly that the "dry Northeast" (water shortage) is not a purely environmental phenomenon but a stark expressions of Social Issues. For this, the Marxist social theory underlies the structure of this research, as it puts the water conflicts as inherent to the capitalist system. It has its basis in exploitation and domination, both workers and also of all the natural wealth. The theoretical and methodological arguments about the socio-environmental education is part of the dissertation entitled The Challenges for the Democratization of Access to Water in Semi-arid Caatinga of the Hinterland Central Cearense developed in the Graduate Program in Social Work at PUC / SP. It is treated in research as one of the elements that should be the construction of the Path of Water in Semiarid Northeast. The research as a whole is supported by several pillars essential for building through four chapters: 1) Situation Water Policy: deals with the history and distribution of water on Earth, and the management policy of water from the committees watershed, World Water Forum and the advice of water resources, and discuss the current role of the World Water Council in the commercialization of water, 2) Water as a commodity in the capitalist system, addresses the facets of the expropriation of the capitalist system water to make it good, and also brings the capitalist democracy of water, especially the offensive of the neoliberal project in Latin America (The war for water and life), 3) The Invention of the Brazilian Northeast, brings elements to analyze the training partner Brazilian-historical space, especially the Northeast, the result of a national pact intrinsic strength-to-rule, rural-urban-development and underdevelopment; spacetime. It also discusses the similarities and differences in "dry" northeastern, a critical view of the heterogeneity of DNOCS; 4) The Way in Search of the Waters: presents ethics as a structural part of the dynamic socio-historical, built a power struggle, set by contradictory interests of social classes, and socializing initiatives with counter-hegemonic perspective as the democratization of access to water.
