The study aims to clarify and deepen concepts, reach and difficulties regarding the meaning of the duty of actors co-obliged under the Constitution of the Federative Republic of Brazil and the Law 8069/09 (Statute of Children and Adolescents). Due to the command of these normative acts regarding the attendence policy for the rights of children and adolescents, they are co-bounded to ensure the enforcement of fundamental rights and the other provided by law, the Family, the State and the Society. Define the sense of obligation to each of those political and social institutions is a task in which the author of the text proposes, with a proactive and critical view about the subject.
