This article aims at understanding the relational dimension established between theory and practice of cultural democracy and cultural democratization in Mozambique, with focus on the participatory strategies adopted in the implementation of the principles of the cultural policy in Mozambique, in order to be able to contribute to critical vision of the Mozambican cultural policies. In methodological terms, the article is a result of consultations to the existing cultural legislation of Mozambique and to the literature of socio-cultural animation. The use of newspaper articles and direct observations, together with active participation to cultural activities was necessary. The conclusions of this article refer that the diffusion of Mozambican culture and policies is a challenge to Mozambican authorities, since these actions are expensive and should be more budgeted, and this starts from changing the view and attitude of considering culture as just some extracts people's lives, and start to consider cultures as a source of social and economic development. There is a need for more training of socio-cultural animators and other professionals of the cultural sector in order to be able contribute on the correct promotion of the culture.
