Abstract

Understanding the advances in educational rights promulgated in the Federal Constitution of 1988 and the requirement of guarantee for the right to quality on education, this study aims to contribute to the reflections on the policies implemented by various Ministries in conjunction with the Ministry of Education. These policies take effect from intersectoral action in education policy, therefore in the public schools. In the context of democratization of education, the struggle for improving their quality and human emancipation, it becomes relevant to investigate this intersectionality "putting the lenses" on the State. From this, we advance on the reflections about potentiality and limits of intersectoral policies and their impact on public schools. Research and articles2 approach the intersectionality between social policies, showing that this is necessary to define the interfaces and elucidate the relationships between actions, in the educational political level. Such researches were performed in educational areas of: social work, sociology, health, law, economics, public administration and psychology. In them, were investigated the welfare, the process of implementing a specific policy, social policies of the Brazilian State, the relationships between a specific welfare policy, students and families, the financing of social welfare policies and social policies, the transference of responsibilities of the State for the third sector, the models of law and social assistance, the process of transferring the administration of child care sector of social assistance for education sector and the contradictions that permeate the political views and actions. This is a complementary approach to these researches. It is important to reflect on all the social policies that touches the educational policy in the cities, analyzing the limits and potentialities of intersectoral action for quality in public education.
