This essay aims to discuss the repercussions of Productive Restructuring in Public Administration from the State Reforms of the 90s through the management systems currently consolidated by Neoliberalism. We perform a dialogue between the principles of managerial reform and prerogatives of Toyotism whose assumptions are inherent in the Public Service Quality Program as a model for the replication of private organizations, illustrating the ideological supremacy of these references achieved by the Minimal State. We conclude that there is a need for studies that explore the state thematic roles and Neoliberalism through its impact on the reality of civil service.
