This essay has as a goal to approach the modifications that social policies had in Brazil in face of the contemporary capitalism. The capital structural crises that, since the 1970's intensifies the falling of profit rates, is a limit to be overcome by counter-tendencies that potentiate a greater value extraction. Since then the capitalist restructuring composed the recent frame of social relations. If in the high times of capitalism - from the end of World War II until the structural crises breakout - social policies acted as a base of a greater capital accumulation due to the consumerism by the working classes, in the borderline of the contemporary crises they turned to be a potential source of counter-tendencies, that is, services to be offered and managed by the market. Over the last decades, the prevailing of overexploitation combined with the social policies metamorphosis and these turned to be "financial products" for the necessary work value extraction.
