Abstract

This is a reflection about the rescue of the Social Security proposal written in the 1988 Federal Constitution, in a perspective of guaranteeing Social Rights from an agenda of what must be considered under no negotiation by the left social movements, in contrast to the non-universal and of neoliberal character policies. Thus, the challenges and barriers from a demographic, fiscal budgetary and political point of view are pointed out in order to be faced and also a strategy to face the absence of a social debate about the issue aiming at achieving a real social mobilization from it. That the union movement allied to the other sectors and the organized civil social forces assume the task of elaborating a Law Project of Popular Initiative to definitely put Social Security back as a Social Right, since it has been usurped by the logic of neoliberal policies, which are more and more exclusionary in the contemporary Brazil, particularly in relation to the Unified Health System.
