This study discusses the work conditions at Campo Grande garbage dump, state of Mato Grosso do Sul (MS). It aims to give visibility to life and work conditions in this place and also to understand how public policies are thought concerning urban garbage management. It attempted to identify the workers' conditions, the survival strategies and the Governmental intervention through public policies. Thus, this text was based in a study by Santos (2012) who carried out a qualitative field research with garbage dump workers as well as in the studies by Gonçalves (2010). It has as references the thoughts of Mészáros (2002) and Antunes (2005) about the structural unemployment. This study intends to demonstrate the sub human conditions that workers face in the garbage dump contaminated environment and it recognizes the work conditions in the Garbage Processing Department (GPD), still under construction. It also recognizes that the improvement of the Garbage Processing Department (GPD) is not enough to change the direction given by the Government to the city development.
