Abstract

This article aims to scale the performance of Brazil during the Lula's government as an agent of a new governance model that emphasizes a multilateral action to establish a global order less asymmetrical and unequal. The first part will present some features of the current international system and discuss the adequacy of concepts such as multipolarity and interdependence. While emerging country, Brazil has raised its international role and reconciled interests through dominant universalism in the management of Chancellor Celso Amorim, who gave great importance to cooperative/ multilateral dimension with countries of the South. The second part will examine the cooperative action of Brazil in shaping coalitions, such as IBSA and BRIC, and its contributions to international organizations and regional banks as a modality of Brazilian Cooperation for the International Development. The analysis will present the notion of (i) the political dimension of emerging markets' performance, (ii) the importance of the differences and asymmetries between the countries of the South in their initiatives, and (iii) the attention given to cooperation by Brazil through international organisms. The conclusion will discuss which guidelines of the Lula's foreign policy should be continued as a State policies in the next government.
