For the government of China, a major premise of his foreign policy is the effort of development and modernization of the country will be conducted without disrupting the structures of world order, ie, a process will be conducted in a peaceful and harmonious, without pretensions hegemonic. These assumptions were presented as national strategy under the name of "peaceful rise." The term was introduced in 2003 by Zheng Bijian, vice president of the Central Committee's Central Party School, during a forum on China in the United States, and already in 2004 became part of the official discourse of Chinese, being used by President Hu Jintao and Prime Minister Wen Jiabao. This expression, however, was soon replaced by "peaceful development", which may reflect changing interests and disputes of power between groups of the Chinese leadership and also a correction of the implications of the above expression. Analyze the variables involved in this strategy of ascent / development is of great importance for the analysis and understanding of Chinese diplomacy for the twenty-first century.
