This paper aims to discuss the challenges to the efficiency of the WTO as a multilateral institution and promoter of global trade decisions. We will undertake a case study of the domestic and regional impacts on MERCOSUR of the decisions and regulations in the WTO Doha Round. Will emphasize the aspects that contribute to or undermine the effectiveness of the WTO as a legitimate institution for the promotion of international trade. Through these results, we will study the case of MERCOSUR in its quest to be more active in international trade, utilizing extra-regional actions at the expense of the multilateral forum represented by the WTO.
