The terrorist attacks of September 11, 2001 in the United States of America and its consequences with the so-called "War on Terror" to mark the political and global strategic planning in the field of Defence and Security Policy of the States. The classic model for combating conflicts of Third Generation headquarters increasingly for Fourth Generation conflicts, characterized by an informal, dynamic, flexible and changeable in combat. Thus, irregular forces fighting terrorist groups, guerrillas, actions of criminal organizations have multiplied throughout the world bringing its message of terror and intolerance, causing an increasing number of victims and often influenced the political paths of nations, as in the case of the attacks of March 11, 2004 in Madrid. In times of globalization and borderless terrorism and media, planning for defensive actions and defense of the States are without doubt one of the biggest challenges facing the field of international relations.
